Here’s the source code for the jump link (in single quotes so it won’t show up as a link.

Here’s the target code:

Following the <h2> header I have another <h3> with no link and then paragraph text.
Clicking the <h2> link jumps to the first line of the paragraph text rather than the header. I’ve also tried the alternate construction with the same result.
I’m using Word Press 3.9.2 and Microsoft Internet Explorer 11.
