I have this exact same problem. I can add widgets from Available to Current, but there is no Save button so I cannot save changes. I did go and deactivate all unneeded plugins.

Thank you. That solved the problem. And I was actually under Page Management, clicked “Create a New Page” and then tried to upload a PHP file. Dumb, I know. I’ve been trying to figure out how to apply the WP themes to the other (non-WP) pages in my site. I love being able to change themes. I’ll figure it out. Thanks for your help!

Thank you very much. It turns out that my problem is a different one. I will start a different post with a more appropriate title, ‘not displaying blog on new pages’.
