I agree, very frustrating. I downloaded the plug-in assuming the “carousel” was built in because of this page http://nextgen-gallery.com/templates/carousel/ , and have been searching the net to see what I did wrong that it’s not working. Now I see it’s added-on code that is not provided…
NextGen looked really promising and I was excited to use the carousel on my new site, but I guess I’ll have to try another plug-in now.
Well I’m not sure what you mean by purchasing a website off of eBay – is it a wordpress theme?
If so, you first need to get some web hosting. For my wordpress blogs, I use BlueHost: [no affiliate links!]
They have an easy wordpress installation you can learn about here:

Then, once you have the basic blog installed, you can upload your theme and go into the admin section of your blog to select it:
