Thank you John Parris, but de-activiating plugins and temp installing 2016 did not work.

It would not allow me to add a User of any level.

And, when I looked in phpmyadmin at my site database, it had made no change.

I did learn, never install another theme when you have custom widget sections build into the site.

That scared the heck out of me. Plus I had lots of custom css in my style.css sheet, that fortunately, I could replace my lost widgets by adding the new number of the Widget Content in my style.css

Anyhow else, know why 4.42 will not allow me to add new Users?

That is what happens.

Now the other day, when I added a new user, I had not updated to WP 4.42,

but the last two sites and I am changing the admin to another name (for security purposes as you know),

They just do not get added.

Not I had not tried deactivating all plugins, and switching to the 2016 theme from my custom theme.

I use a php module building platform to build my sites, called “Builder” from ithemes. Perhaps similar to Elegant Themes or Genesis.

But with all my sites I have never had this happen before.

I will try what u said, deactivate, and install 2016 temporarily, scary , but I will do it, if u think it will be the best test?
