In Drupal, and most other CMS, the plugin/addon Developer simply raises a flag in the change log – or commit, in the event the version includes fixes to a SECURITY issue.
From that point on, it is EASY for any function to query the repository to see if an installed plugin includes a SECURITY issue… allowing for a much better granularity in notifications.
There seems to be no normalization in the WordPress world for this, unfortunately.
