I think I found the problem. I had a very long list of update services to ping. When creating a post, I think it timed out while pinging each of those services. Either way, after truncating the the update services list, I can now ping.

yes, I’m adding their trackback url of the post to the trackback field of my post. I know the site is accepting pings because I can ping it back from my wordpress.com blog, but not my personal wordpress blog.
oops, wrong terminology. Yes, I am receiving trackbacks, but I’m not pinging other sites when I post and try to use the trackback URI from another site.
