If you want to disable comments on this post only, just go to your Dashboard > Posts, Quick Edit under the post title and you’ll see a checkbox to ‘Allow comments’ (which is tickied by default). Uncheck it, update and you’re good to go. You can also select more than one post and do this as a bulk action, and you can do the same thing from the main Edit screen by scrolling down to the Discussions section or, if it doesn’t appear, checking the Discussion box under the Screen Options at the very top of your screen.
If you want them all to be unchecked by default, then you’ll probably need to install a plugin like Disable Comments or another similar one (there’s quite a lot coming up in the search).
