One quick clarification on the enqueue point: we verified that even with the gstatic URL blocked at the firewall level, the poll chart still renders correctly via the bundled Chart.min.js v2.9.4 (assets/js/front/) and voting still works end-to-end. So while the conditions (on lines 86 / 101) are true on most poll pages, the Google Charts loader itself doesn’t appear to be consumed for chart renderin. That’s why we suspect it’s vestigial rather than load-on-demand. If there’s a specific configuration where Google Charts is actually used on the visitor website, I’d be curious to know.
