I believe it was changed within User Registration, but also could have been changed in the General WP Settings, I honestly cannot remember unfortunately. “.htaccess” looks normal, I have created a duplicate of the old file and remade the default one to no avail. I was having issues using SSH to access the server but have since resolved so I will look into replacing some of the core WP files.
