second return that cart has 0 goods 🙁

It’s paypal credit card (REST) http://prntscr.com/mc0ctw with enabled sandbox mode.
I disabled all plugins excerpt woo and your plugin and result the same 🙁
Maybe it’s proplem of PayPal?
Only with Visa.
With mastercard i have the same problem as here
