I just ran into this issue and changing permissions to 777 did not solve it.
My solution ended up being a problem with my image’s file name. It contained multiple hyphens in the name “Incompatible—image—name—example.jpg“
After changing it to “Compatible-image-name-example.jpg” it worked.
