If it is Premium Shipping go to Dashboard > Jigoshop > Shipping and scroll down to the general settings for Premium Shipping and set the ‘Multiple Product Action’ to “Allow user to pick method.” I’m pretty sure that should do the trick.

That sounds like it would be theme related. Try temporarily testing with a default WordPress theme (e.g. Twenty Twelve)

Have you tried this?
If yes – please check your settings in Jigoshop -> Settings -> Shop, section Permalinks and WordPress’ Permalinks options. It might be something there is different making the page unusable.

The second issue may be due to a plugin conflict. Try deactivating everything and test a purchase. I tested in clean install and didn’t have an issue with the Shipping Address filling in.
