I recently went through this – the solution was to reinstall the wp-includes file. I use filezilla for ftp’ing to my server and for some reason it completely failed to send up most of the directory – go figure. I manually delivered each directory up to the server and now everything works fine. moral of the lesson: don’t trust your ftp process 😉
