as I uderstand it should be like

This is a product category page when I select second options in a filter:site.com/product-category/hair-damage,hair-loss/?archive-filter=1

Ah, no, there is still a problem. On the product category page, when I use the filters, the comma is added inside the URL slug itself, not inside the query parameters.
Here is the URL I get when I select 2 parameters:
site.com/product-category/hair-dry,hair-loss/?archive-filter=1

And also, as I understand it, in this case it’s better to enable Ajax filtering rather than URL-based filtering, right?

For example, here’s how the page looks if there are products after filtering (screenshot 1), and here’s how it looks if there are none (screenshot 2). The client loses the ability to quickly re-filter and instead has to use the browser’s “back” button to go to the previous page.
