Found the solution! Here’s the suggestion that worked for me:
Yeah, it’s an issue with your local internet connection, not your site. Along with rebooting your router, also flush your DNS cache on your computer. You’ll have to search for how to do that, depending on what you’re running.
Also, I would look into using Google DNS, or something similar. ISP DNS can be laggy on updating sometimes.
1. After rebooting the router the site and admin started loading on the mobile via the same wifi connection.
2. After configuring the Google DNS (which hardly took a minute), the problem was resolved even for the PC.

Update: Someone on reddit suggested this:
Reboot your Wi-Fi Router or whatever router is providing DHCP to it to refresh your DNS.
I got the site to be working on my phone even over the wifi after this, but the same problem exists when I try to access through PC. Any help will be appreciated.
