Now it is clear. Is there any way that I can help with translation? Is it difficult to perform? Maybe you know estimated finish date for it.
Actually plugin fit exactly to what I need so I would like to keep using it but translation is mandatory thing.

I am not sure if we understand each other correctly. In the plugin description you had put this link for translations: https://plugins.trac.wordpress.org/browser/wp-postratings/i18n/
I have just downloaded 100% translated polish file and pasted it into proper folder. Translation works for the menu but not for the whole website.
Now you say that it does not work with .PO files.
I am confused right now.
