Actually it appears to be the Russian government. Here’s a canadian bobsledder who’s site was blocked by them. Same message:

Very strange, we fixed this bug in either 5.1.1. or the version before that. I wonder if the fix isn’t causing this. Anything in your web server error log?

This may seem obvious, but make sure you’re running the newest themes and plugins on your site and make sure they’re actively maintained. Also check any other WordPress installations you run on the same host – a common mistake is to forgot that you have a WP installation in a subdirectory and not update it. So you end up with out of date and vulnerable plugins/themes that a hacker uses to target your primary site.

Hi,
Please enable the option to “Add hidden debugging data to the bottom of the HTML source of cached pages:” on the performance setup page.
Then check to see if you hit your site with a new browser incognito window which won’t have any logged in cookies, check to see if your site is serving a cached page. Check the HTML source and scroll to the bottom where you should see a comment added by Falcon.
Then when you next see a 404, please do this same check again and tell me if you’re seeing a cached 404.
