What i meant by
I want to change these files so that WordPress works as i want it.
is that i only want to change the css files so that the website looks according to my theme.
I don’t want to change WordPress completely instead i want to retain it as it is plus add my own functions to it.
Anyway thank you very much for your help and time you devoted to answering me. That really helped put my mind at ease !

In fact i’m new to wordpress. So excuse the clarity of my information.Anyway , here is what i have been trying. I changed some values in the wp-admin.min.css file and it worked. I got what i wanted.
The only question i have now is that am i allowed to change the wp-admin.min.css file and will changing the wp-admin.min.css file affect my future updates ( i mean when i update wordpress to future versions ).
