I cannot test a transaction, as I said this issue with it saving the wrong province in the shipping address was intermittent..

Thanks for the quick reply! I think there is some confusion, the issues I am having only happen when the customer pays via the Paypal Express Button on the CART page. And it is intermittent. Using the paypal payment on checkout the taxes and shipping is fine (is it because this method the shipping address is provided by the customer and not pulled from the paypal account?)
What happens is the customer’s SHIPPING address province/state are being saved incorrectly, it is switching to a different province but the BILLING address is the correct province. Therefore the taxes are not being calculated.
Also, on the CART page, if I click on Paypal Express button to checkout, select a different province/state as shipping (different taxes) in Paypal, when I am redirected to my website to Place Order, the taxes do not reflect/update to the current province/state.
I am using Woocommerce 3.1.0
Paypal Express by WooCommerce – 1.4.1But on my test dev site I have upgraded Woocommerce to 3.1.1 and still have the same last problem above.
