I did just try deleting caches with no success.
I have just tried the CSS above and it has worked! Thank you and your team so much, this problem was driving me a bit crazy!

When I resize my browser window, the background image is responsive. However, on my mobile, it is ‘zoomed in’ and does not reflect what I’m seeing on my desktop.

I have removed all mob-pad-15 from the homepage and have deactivated all plugins except siteorigin pagebuilder and widgets bundle.
The header image is still un-responsive on my mobile device.
