Figured it out.
In a Post Page, NextGen adds a small icon above the post box (NOT the Upload/Insert Icon). Next to the Show/Hide Kitchen Sink Icon.
Click on the icon and select which gallery to use and then go to the photo tab and select only the photo you want to use in that post.
Doing it this way does not link the photos in individual posts.
