Thank you for the DEBUG link, I will start using it.
I was able to remedy the issue after deactivating the child, reactivating sixteen and then reactivating the child and simply copying and pasting the functions in notepad and re-pasting them in the functions.php file. Every so often I find this simple copy and paste procedure seems to work.

I could create a background that way but would not the center section be fixed in depth, and I need it to dynamically lengthen relative to the body content. If that is not the case, please let me know.

I like Twenty-Eleven, but I do not see where I can divide the background outside of the fixed body into three horizontal panels to match the division of the fixed body. I know I can change the overall background, but need it to be three horizontal panels. Do I need to place the header, body, and footer into separate wrappers, not sure?
