FOUND IT! It’s under appearance/Editor/ header on the right list,
then replace “This is my custom site” with the title you like.
I’ve changed the site title under Settings/General to no effect.
I don’t know where the header.php is

I might have deleted it in pages so it doesn’t show up under pages but it shows up in the site
