have you maybe selected Chinese in the admin top bar? Happened to me recently by accident. You need to set it to “show all languages” to display the English menu items as well.
Nevermind, I just realized that I had selected a language in the Admin Top Bar (instead of “Show all languages”). Didn’t know that’s a thing, so everything works as intended.
