what is your current Theme?Please try to enable a default wordpress theme ( Twenty Twelve or Twenty Fourteen ) then try to enable the plugin.

I was add in the future release of the plugin a admin options section to manage ( make default a privacy, enable&disable privacy and sort privacies).

as i said, in localhost you must enable the curl extension to make add image from url worl.

I think you must enable the php_curl extension in your php server,
check your wamp or xamp configuration and enable php_curl.

I was made a test in default buddypress theme & Twenty Twelve
Buddypress 1.8.1
Buddypress Activity Privacy 1.1.2
Buddypress Activity Plus 1.5The two plugins work fine together.
Are you using child buddypres theme ? if yes, restore default theme of buddypress and make a test.
