It seems that this version is missing the following file:
http://momentjs.com/downloads/moment-timezone-with-data.js
Copy that file, save it as moment-timezone-all-years.js and upload into a /wp-content/plugins/opentickets-community-edition/assets/js/libs/moment-timezone folder.
That sorted it out for me.
