Okay I found the solution one plugin NBdesign doing this issue.

I did everything you mentioned but still same issue. I can only visit website if I logged in as admin. Than no wp-admin appears in any page. But after logout, again redirect in wpadmin page
Steven Stern, No I didn’t use any plugin to do restriction. Also this site working fine in Local server. Only facing this issue this Live server currently in GoDaddy. I sent theme message but they notified from their side no issue.
