I resolved my issues posted here–
I logged into my account at GODADDY my hosting platform and updated
to WordPress 3.1 there. Now my site is updated and loading fast!
Super simple solution–a couple of buttons to click.
I’m sure the manual upload is much more fun for the techie mind, but I prefer the easy get-it-done fast solutions.
I thought I’d just update to 3.1 at GoDaddy but oddly the Update is not yet available there.

It’s their an easy way to fix the No Cashe problem?
In the manual updating there is just so much stuff I have never done, that I could just be making things worse trying to fix what I know to be the problem–the cashe.
