I got the same issue.
The CSS trick will indeed hide the overlay, but looks like the overlay is still there because something went wrong, according to https://docs.woocommerce.com/document/endless-loadingspinner-on-the-checkout-page/

I had the same issue, using Hummingbird minification tool. I switched it off as I do not have spare time right now (there is a hummingbird update, maybe they’ve already fixed this).
