Hi Richard,
There is an option to enter formatting for each series of line chart. Find Number Format field in Series Settings and Horizontal/Vertical Axis Settings sections.
Enter dd MMM yyyy toi display days as 02 Sep 2013, or $#,###.## to display 1234.5 value as $1,234.50.

Looks like the Google has removed such ability to export spreadsheet in the csv format. A simple workaround could be to upload a csv file to your server and use it as a source for your chart. Could you try it?
Have you installed any plugin in the nearest time or switched your theme? Could it be a plugin compatibility issue?

It is possible to develop it for your own. Read how you can override chart data in this wiki page. If you don’t know PHP, then you need to hire somebody to do it for you.

I can’t suppose what might cause the issue. Try to enable WordPress debugging and see what is in debug log.
Also you can check your browser console, there could be some javascript errors, etc.

Each user has its own problem. Your issue could be completely different from else one although it might look similar.
