Never mind, I was able to fix it by changing the media screen width. It now displays the menu no matter what the width of the window.

The menu is set as Primary Menu. I’ve noticed also that if I resize the browser window on a desktop, the menu remains to a certain point, then it shrinks to one Primary Menu button and then if I narrow the screen more, it disappears. I’m guessing that viewing it on a phone is too narrow for the menu to stay?
