The store administrator does not receive refund notifications since the refund is processed by them. Refund notification emails are only sent to customers so that they have confirmation that their refund has been processed.
Perhaps you’re referring to something else?

Support for premium products is not permitted on the forum.
Please go to WooCommerce.com > My Account > Tickets and open a ticket.
Bear in mind that you’d need to have a valid subscription for that extension to be able to do so.
