I see 2 issues here and I’ve highlighted them in the screenshot below
- You’ve provided a state code, which means that you want the tax to ONLY apply to customers living in that state rather than the whole of Italy. Also, I’m not sure there’s any region in Italy that uses the code IT, so it is unlikely to ever be matched. You’ll want to delete that
- You’ve set a tax rate of 0.22% rather than 22%

This is something you’ll want to take up with the developers of your theme.
Alternately, if you’re comfortable working with code, you can override the template responsible for rendering that portion of the checkout page.
The documentation here covers the WooCommerce templates structure, as well as, how to override templates in a manner that is safe for updates.

If you don’t want to install a plugin, you’re going to need to write custom code by yourself in your theme’s
functions.phpfile.If you hire a developer, they’re going to most likely end up writing a plugin as well.

Translations are a community effort. As it stands, the Slovak translation for WooCommerce is only at 92%. You can take a look here – https://translate.wordpress.org/locale/sk/default/wp-plugins/woocommerce/.
You’re more than welcome to help get that closer to 100% so that everyone in the Slovak speaking parts of the world can benefit from it.
If you only want to handle the translations for your site without having to bother about contributing translations to the community, you can use the Loco Translate plugin to translate the strings that are yet untranslated.

If your customer is going to be adding orders manually instead of having customers place orders by themselves from the frontend of the site, then they will need to add the shipping costs manually as well.
It is not a matter of enabling a feature as there’s no such feature.
Automatic calculations happen on the frontend of the site to facilitate sales without requiring human intervention. If you’re entering orders manually, then you get to have full control over the values that you provide.
