Your employees will need to pay for anything exceeding the $10 mark when they use the coupon.

The taxes are calculating correctly. The formula for taxes when they are included in the sale price is different. It is not a matter of straight deduction of 19% from the total figure.

There’s also a handy sales tax calculator here – https://gstcalc.com.au/. It was made for the Australian market, but luckily it allows you to specify your preferred tax percentages.
Here’s a screenshot from that site showing the breakdown of how much 19% in taxes comes to when included in a €1 sales price and what the actual cost comes to when tax is deducted:

There’s an example here that shows how to go about making the phone number field optional -https://docs.woocommerce.com/document/tutorial-customising-checkout-fields-using-actions-and-filters/#section-8.
You’ll want to put in a check for the countries you’ve mentions and then do the inverse of what is happening in that code with the “State/Country” field.

These elements are white because of your theme and the Skin that’s applied to it.
There’s a
skin.cssfile that’s applying the white colour#ffffffto those items.You can fix that by modifying your CSS or switching themes.
Here’s a screenshot showing you where the issue is, you’ll see that the text show’s up black when I disable the CSS responsible for the issue:

If there was a plugin that we make that would’ve helped you do this, I’d be too happy to recommend it. What you’re trying to do isn’t typically something that I’d typically come across in this space.
WooCommerce Pre-Orders would only make sense in a Kickstarter type setting where the products is not quite ready to launch until a certain date. Once the product launches, it just becomes a regular product like everything else.
I’d recommend checking out that link and taking steps to make sure it is what you’re looking for.

This type of thing would make sense in a subscription/membership setting where your customer is upgrading from one plan to another.
I don’t know that you can implement this outside of that framework as there needs to be a way for the system to establish a relationship between both products and understand that Package B is an upgrade from Package A and therefore only charge the difference.

The only thing I was able to unearth via a Google search is this plugin – https://codecanyon.net/item/woocommerce-order-approval/24935450.
From what I read on that page, it supposedly has an option that allows you have customers pay inly after admin approval.
You’ll want to perform your own due diligence to make sure that it does what you’re looking for.

It sounds like you might have Automated Taxes enabled and that is what is causing the tax rate to be reset.
If you want to manually set your tax rates, you MUST disable Automated Taxes.

The amount that the customer is actually spending must meet the requirement for free shipping.
In this instance, the customer is only actually spending $88. It doesn’t matter that they are buying $110 worth of goods, the money that they are paying for those goods is $88 which is below the required threshold for free shipping.
When a business owner makes the decision to offer free shipping based on a certain purchase threshold, this is what they are thinking. The amount being spent has to be high enough for them to be willing to eat the cost of shipping.
Otherwise, I could purchase $200 worth of products and score a coupon that offers me a 90% discount, which would mean I effectively only spend $20 and the shop owner still has to pony up for shipping. They wouldn’t be in business for very long with that kind of set up.
So, TL;DR, it isn’t possible to apply free shipping before coupons are calculated because the amount of money that is actually changing hands is what is important.

I’m glad to hear that you’ve got it all sorted.
I’m guessing that you had the language for your site set to
en_GBfor British English. Since in the UK, a shopping cart is referred to as a shopping basket.That would explain why you needed to translate the text again.
