I have not tried PMI or PMEI as they cost $57- $71 and I don’t want to have to charge that and then wait for a refund when the USPS decides to send it. The FCMI is $7.93, so there is a huge difference in pricing to send an envelope.

I agree with Paolo that this is a global problem. I would suggest that the development team try to reach out to USPS as I really think this starts with them. They have cut off FCMI from their own shipping site so that might be part of the issue.
