How should I get the VAT to be deducted from customers from Norway and that it is kept when you trade from Sweden.

The thing is that it’s not for all my products on my page, I import carriages and sell them online. So i just get the delivery and i want the costumer to come pick it up themsellfs ..
Whatever I do, I just want to choose “local pickup” for this particular product. But since the customer has 2 choices in the vault cart, they will think that if they choose “flat rate” I will deliver the trolley for free.
And I can not raise the “flat rate” because then all my other products will suffer from the increase. Do you understand? excuse my bad english ..: P
