    I did not see anything in my error logs.

    It appears to be a browser issue though. On a hunch I tried to access my site using Firefox (instead of IE9) and then I was able to create the submenus. So while this doesn’t solve the problem, I have a workaround.

    Thanks for your reply. OK, I’ve done that. I started again from scratch with a fresh download of wordpress, and a fresh install. I’m still having the menu problem. Any other suggestions?
