I’m so sorry, but unfortunately anchors can’t work inside modal box and popups. Anchors elements must be visible when the page loads so their scroll offsets is calculated correctly. Also, the anchors by default scrolls to elements relatively to the browser window, not another window (the modal box in our case)
This doesn’t happen with elements as modal boxes and popups.

Actually, we rebuilt the widget from scratch to fix all issues, add dozens of customization options. We recommend using the new version instead.
You can rollback to the previous version from your WP Dashboard -> Premium Addons -> Version Control tab.
It would be great if you could share the Contact Form code so we can reproduce the issue on our side.
