No reply or feedback- but if anyone is looking for a solution here is what I worked for me after research: 1- Default currency = Local Currency. Used for bank transfer and cash. 2- To enable PayPal, I have a UK based bank account that I link PayPal to. 3- I use this plug-in https://wordpress.org/plugins/paypal-currency-converter-basic-for-woocommerce/#faq which basically converts currency only with PayPal checkout using a conversion rate) So, this maintains local currency (which is unsupported by PayPal) and converts to supported currency should client wish to pay by PayPal.only the gateway modle is enabled

I don’t think the country is the issue, because Paypal gateway was active before I used this workaround , plus many existing websites in Jordan use similar method to collect PayPal payments – JOD appears on website but on check out prices convert to dollars
