Nvm, it was a caching problem. Silly me.

The fix is to grab the latest revision of the plugin from the SVN at http://svn.wp-plugins.org/popularity-contest/trunk/
Right click on popularity-contest.php, save as, then upload it overwriting the file of the same name you already have.
I was having this problem for the longest time as well, even before upgrading to 2.8.4. This fixed it. I just wish he would make it an actual update to the plugin, rather than us having to get it from the SVN.
