    I agree but this at least give me a temporary solution to this problem so that I may find a permanent solution down the road. I need to get this site up and going and this is the problem that is stopping me. If there is a way to do what I proposed I would appreciate any help you could provide.

    Ok – How about in eshop settings> checkout options> under Add a required check box to the checkout. If the return value is not checked it instead of returning an error redirects the customer to another page that asks them to contact the office for shipping rates. Is that possible?
