@ni82156 solution worked for me. Recap: 1. Navigate to customizer 2. Look for WooCommerce in the options panel 3. Click on WooCommerce, you should be able to see Product Catalog 4. Click on Product Catalog and scroll down to Shop Product Structure. You want to make sure Add to Cart is not greyed out.
