Disabling that setting had no impact. The issue still persists.
The issue persists with only NextGen loaded. Switching to WordPress theme Twenty Seventeen or Twenty Sixteen seem to resolve the issue. Note that this behavior was seen starting with the update to NextGen 3.0.16.
