Yeah, I can confirm. With these export settings the emojis come back.
I have the same thing, moving from a cPanel setup to a WordOps setup. Backups created with the default WPVivid settings. I’ll change the PDO settings and check if it helps.
To be fair… I don’t have a single question mark, I’ve got 4 per emoji! 😁
For now I’ve reverted to a previous version and disabled auto update.
