The install procedure did not work for me either on WP v3.3.2
It worked on WP v3.1.2 following this install procedure:

After the installation is complete one can upgrade to v3.3.2 or later via the dashboard.

The post says the patch should not be needed any more, however the error was appearing on a new installation on wp v3.3.2
