Adding users did the trick.
I got there from the Network Admin > Dashboard > My Sites > [Edit Site] > Users > Add Existing User, add the user names and set Roles to admin as appropriate.

How did you fix this? My Broadcast to list is empty although I have sub-domain multisite running with multiple sites.

Nevermind, found the error in my code. There was a stray <form> tag in the page, before the cf7. Everything works nicely now.
