Thank you, it was a plugin conflict with WP Rocket, unchecked the option “Optimize CSS Delivery” on WP Rocket and it is now fixed.

Nevermind, after even more troubleshooting, found out that one setting in the ShortPixel Adaptive Images plugin, in particular, has been causing this.
It was the “Optimize the images for logged-in users” option. Turning it off fixed it.
