I managed to solve the problem!
It was the Brazilian shipping calculator plugin “Calculadora de Frete e Campos Checkout para o Brasil”
Settings -> Shipping Calculator -> Shipping and Delivery Options -> Keep WooCommerce default
Previously, the option was “Disable shipping and address for digital products only”
