I don’t believe it is reCaptcha that is causing the issue. When I look at my reCaptcha data in my dashboard I am seeing that all my submits are in the 0.8-1.0 range which is not regarded as spam by them. The real error is happening even before the submit takes place which is that both style.css and index.js is not being loaded when reCaptcha is enabled (409 conflict error). Not sure what causes this interaction. I have read a post from 1.5 years ago that it is due to the folder being named “contact” but not sure if that still holds true. The true indicator that it isn’t reCaptcha is that when I am logged into the WordPress admin page, all my submits take place (no 409 conflict happens on page load) which shouldn’t affect the reCaptcha scan itself. There could still be some interaction with it that’s taking place but the main culprit is Contact Form 7.
I’ve seen 3-4 posts regarding this issue that are not resolved in the last few days and no response from anyone (and others that could actually be this issue). I would love to help debug and work through this with the developer but I haven’t been contacted since 🙁 I would work through it myself but I don’t have time right now to sit down and sypher through his code to debug it.

Just happened to check the forums too and it looks like its the same problem that “tomhorwitz” is having too. I looked at the site he posted and he’s having the same 409 errors I am having on his site (only way more).
It seems his broke almost in the same fashion mine did too, updated WP and CF7 at the same time and it no longer works. I tried just deleting CF7 outright again and adding a fresh install from the website and it did not work.
Again, my problem goes away when I log into wp-admin, the 409 errors don’t exist either. Everything loads properly which is why reCaptcha loads and sends correctly (the js is loaded is my guess so it doesn’t return as spam). I wonder if you could get tom to try that and see if it works for him too. I don’t know why being logged into WP helps but it seems to.

So I looked into this a little further and I am receiving these errors on load:

I think that’s why on submit/error my messages aren’t being highlighted due to css not being loaded (the elements are the same in both cases just no css to match the class) and probably why the reCaptcha is failing, probably due to the js trying to run something and it returning false or null or something.
I’ve looked into it a bit and I see that it might have to be due to hosting issues or maybe the files being names “Contact”? Not sure, but hopefully this helps.
I just tried it again with everything deactivated and still nothing. Also, I tried only having WP SMTP Mail and CF7 active while switching to to Twenty Twenty One Theme and I still received the error. The full list is:
