Got it fixed. Ended up wiping out the folder entirely, recreating and re-extracting all the files in place, overwritting things back the way they were.
Seems to be a server/FTP issue. No idea what though.

creating the file? Yes, it says its got a connection, then when you hit to install, it loops back to this again. Which happens to be another problem, because it sends me through new install flow apparently when this happens, but its not, its an upgrade.
Had it set 775, tried 666 as you suggest, still no joy. I get:
